After the dilemma the presidential delegation was allegedly thrown into when they arrived the Chadian capital and found that the former Borno State governor was not only in Chad but was also part of the Chadian President’s delegation that came to receive the president at the airport, more facts have emerged on why Senator Ali Modu Sheriff, the former governor of Borno State was in Ndjamena, Chad during the visit of President Jonathan to the country recently.
According to Saturday Vanguard’s investigations, Senator Modu Sheriff is deeply entrenched in the affairs of Nigeria’s north eastern neighbour more than it is publicly known to most Nigerians. According to a senior government official who was privy to the president’s trip to Chad, Senator Modu Sheriff is not only entrenched in the economic and political affairs of Chad he also exerts influence in the highest office of the land.
According to the official who declined to be named because he was not authorised to speak on the matter, ‘what many Nigerians do not know is that Senator Modu Sheriff is a personal friend of the Chadian president for over ten years. He is a regular visitor to the presidential Villa in N’Djamena who does not need any special security clearance to go into the official residence of the president of Chad. He was in Chad several days before the president went and he was not only part of President Idriss Deby’s delegation to receive the president but was also allowed access to the tarmac as any other top officials of that country.
Saturday Vanguard’s investigation revealed that Senator Sheriff’s influence in Chad stems from the fact that he has extensive investment in Chad and he is also treated with respect with the government and the people of Chad because of his popularity.

“What Nigerians don’t know is the fact that the decision to allow the former Borno governor to the airport and to the presidential waiting room at the airport was entirely that of the Chadian Government and its security services. The Nigerian delegation had nothing to do with that. He came with Chadian president as a friend who happened to be a Nigerian. President Jonathan needed the cooperation of the Chadian Government to block Boko Haram terrorists from using Chad as a launch base to attack Nigeria or as a route to bring in illegal weapons.
Even if he was not comfortable with being publicly identified with the former governor of Borno state because of recent Boko Haram controversy around him, it was not his decision to make to his host, who to bring with him to the airport. The only point where the Nigerian authority had powers to decide was at the bilateral security meeting between the two countries. It was purely a security matter and only the two presidents and their security chiefs were involved in the meetings. The assertion that the former governor of Borno state was part of the meeting between Nigeria and Chad to discuss about Boko Haram is completely wrong and incorrect”.
At the peak of the Boko Haram’s confrontation with security forces in 2009 which led to the death of its founder, Mallam Yusuf; Modu Sheriff’s name featured prominently as one of the sponsors of the sect which some people argued, outgrew his control. Even after he left office, Modu Sheriff remained on the radar as one person many Nigerians believe, rightly or other wise, as knowing more than he is willing to admit about the Boko Haram sect.
This perception was given further fillip earlier this year when an Australian security expert and negotiator, Stephen Davis pointedly accused Sheriff and former Chief of Army Staff, General Azubuike Ihejirika of being major sponsors of the Boko Haram sect.

Unemployment Extension 2014: New Senate Bill To Be Introduced This Week By Dean Heller And Jack Reed


A new 2014 unemployment extension bill in the Senate will be introduced by Senators Dean Heller and Jack Reed this week. But some people may not be happy that the new unemployment benefits package will not include retroactive payments.
In a related report by The Inquisitr, studies of the long-term unemployed show that theyincreasingly require professional help for depression after going for more than 52 weeks without a job. Much of the debate over the 2014 unemployment extension has focused on whether the federal government can afford the bill when the federal deficit is already so high. But if you consider the amount of money being spent on foreign aid, then the CBO estimated cost for the EUC is only about half that amount.
Now the CBO obviously has not had a chance to run the calculations for Heller and Reed’s new bill but the biggest changes seemed to be focused on reducing the cost so that Republicans in the House of Representatives may be more open to the idea. Unfortunately, this is done by cutting retroactive payments but Reed says the most important point in the new legislation is how it gives unemployment insurance payments for those who were cut off earlier than usual this past December:
“This means the benefits will be available going forward for the long-term unemployed, and those that were cut off when the program expired will be able to pick up where they left off. So, for instance, if you were eligible for 6 more weeks of EUC benefits when the program was cut off on December 28, and you are still looking for a job now, you are eligible to receive federal UI help for those 6 weeks. Our goal is to try to help those out of work get the help they need.”
Reed admits the new 2014 unemployment extension bill is not perfect but claims the changes are necessary in order to push the legislation through both sides of Congress:
“I would rather fix the entire problem, but there’s not the votes to do everything,” Reed said. “I understand that some people will say, ‘this is not fair. I was cut off for two months before I was able to find a job and this bill isn’t retroactive so it won’t cover me.’ I agree that this program should never have been forced to expire and it is unfair that partisan gridlock in the House prevented the bipartisan, Senate-passed Reed-Heller fix from ever getting an up or down vote and becoming law.”
The biggest problem the new Senate bill faces is that it retains one of the major issues from the first failed attempt. In order to pay for the 2014 unemployment extension plan, Heller and Reed are suggesting so-called “pension smoothing,” which means “giving companies the option to lower the amount of money they have to pay into their pension plans over the short term. Therefore, that would leave more money in profit for the feds to tax.” They are also wanting to extend U.S. Customs users fees through 2024. This is pretty much the same method that was supposed to pay for the last version of the bill and PolitiFact calls it a “gimmick” that’s “mostly false” because they are essentially borrowing money now with the promise that it will be paid for many years down the road… assuming that Congress doesn’t change things along the way as it often does.

Boko Haram offers to swap kidnapped Nigerian girls for prisoners

MAIDUGURI, Nigeria (Reuters) - The leader of the Nigerian Islamist rebel group Boko Haram has offered to release more than 200 schoolgirls abducted by his fighters last month in exchange for its members being held in detention, according to a video posted on YouTube on Monday.

The search for the girls intensified as a senior U.S. administration official said the United States deployed manned surveillance aircraft over Nigeria and was sharing satellite imagery with the Nigerian government.
About 100 girls wearing full veils and praying are shown in an undisclosed location in a part of the 17-minute video in which Boko Haram leader Abubakar Shekau speaks.

Boko Haram militants, who are fighting for an Islamist state, stormed a secondary school in the northeastern village of Chibok on April 14 and seized 276 girls who were taking exams. Some have managed to escape, but about 200 remain missing.

A government official said "all options" were being considered to secure the girls' release.
Nigeria has deployed two army divisions to hunt for the girls, while several countries, including the United States, Britain, Israel and France, have offered help or sent experts.

Nigerian authorities met with some of the experts on Monday and plan further meetings with the West African country's defense and security agencies, a government statement said.

"We have shared commercial satellite imagery with the Nigerians and are flying manned ISR (intelligence, surveillance and reconnaissance) assets over Nigeria with the government's permission," the senior U.S. official said.

In a 1.25-minute segment of the YouTube video, scores of girls in black and grey veils sit on the ground, chant and sing. Shekau, wearing military fatigues and holding an AK-47, then addresses the camera. He appears confident and at one point even laughs.

"All I am saying is that if you want us to release the girls that we have kidnapped, those who have not accepted Islam will be treated as the Prophet (Mohammad) treated infidels and they will stay with us," he said, according to a translation of his words originally spoken in a Nigerian language.

"We will not release them while you detain our brothers," he said, before naming a series of Nigerian cities. It was not clear if he was in the same location as the girls, although the release of the video appeared to signal a willingness on his part to negotiate.

Mike Omeri, a senior Ministry of Information official, told a news conference the government had seen the video.

"The government of Nigeria is considering all options towards freeing the girls and reuniting them with their parents," he said.

The governor of Borno state, where the girls were abducted, said in a statement the video had been distributed to families and local schools in an effort to identify the girls shown.

Security officials said on Monday five militants suspected in two car bombs that killed at least 90 people on April 14 and May 1 in a suburb of the capital, Abuja, had been arrested. Nigeria has arrested hundreds of suspected Boko Haram militants.

There have also been several jail-break attempts. Suspected militants overpowered guards at a prison near the presidential villa in Abuja in March, triggering a gun battle that killed 21 people.
In another incident in the same month, insurgents attempting to free captured comrades fought a two-hour battle at Giwa barracks in the northeastern city of Maiduguri.

Human rights groups have said previously that Giwa barracks has been used to illegally detain and torture suspects, something the military denies.

SUMMIT IN FRANCE
The Nigerian government has been criticized for its response to the abductions, but President Goodluck Jonathan said on Sunday that international military and intelligence assistance made him optimistic about finding the girls.

A Nigerian military source told Reuters on Monday that two foreign counterterrorism units were already on the ground.

"They have visited Chibok on Sunday for preliminary investigation with our troops and experts before fully kick-starting the rescue mission," the source said.

Jonathan will attend a summit in Paris on Saturday to discuss security in the region. On Monday, he visited the Republic of Congo for talks on the meeting.

"The objective is to deepen the cooperation and partnership between Nigeria and her neighbors," said Jonathan's spokesman, Reuben Abati.

Leaders from Chad, Benin, Cameroon and Niger are also due to attend along with representatives of the European Union, Britain and the United States.

The abductions have touched a chord worldwide and triggered a social media campaign using the Twitter hashtag #BringBackOurGirls. Boko Haram has killed thousands since 2009 and destabilized parts of northeast Nigeria, the country with Africa's largest population and biggest economy.

The US flying aircraft over Nigeria in hunt for girls

Boko Haram, the militant group that is holding some 276 female students it kidnapped last month from a boarding school in northeast Nigeria, said the girls will only be freed after the government releases jailed militants.


Nigeria's initially suggested there would be no negotiations with Boko Haram but it appears that stance may be relaxed.

Mike Omeri, the director of the government's information agency, called the National Orientation Agency, said the government will "use whatever kind of action" it takes to free the girls. He also warned that a military operation, with foreign help, was possible.

"At the moment, because all options are open we are interacting with experts, military and intelligence experts from other parts of the world," he said late Monday. "So these are part of the options that are available to us and many more."

Boko Haram, which wants to impose Islamic law on Nigeria, has killed more than 1,500 people this year in a campaign of bombings and massacres, despite a state of emergency that was declared in three northeastern Nigerian states, giving security forces special powers.

The rights group Amnesty International says Nigeria's military had advance warning of a possible Boko Haram attack before the April 15 kidnappings in Chibok, in the northeastern Borno state, but did not react because of their fear of engaging the extremists. More than 300 schoolgirls were abducted, according to police, and they are believed to be held in the vast Sambisa Forest, some 20 miles (about 30 kilometers) from Chibok. Boko Haram's leader has threatened to sell the girls into slavery.

The mass abductions and failure of Nigeria's government and military to rescue the girls has aroused outrage at home and abroad.

The White House said Monday that the U.S. team assisting the Nigerian government is made up of nearly 30 people from the State and Defense departments, as well as the FBI, including 10 Defense Department planners who were already in Nigeria and were redirected to assist the government.

Another seven Defense Department personnel were sent to Nigeria from AFRICOM, the U.S. Africa Command based in Germany, said White House spokesman Jay Carney.

The U.S. is also sharing commercial satellite imagery with the Nigerian government and is flying manned intelligence, surveillance and reconnaissance aircraft over Nigeria with the Nigerian government's permission, a senior U.S. official told The Associated Press on Monday.

Nigeria kidnap: David Cameron joins "Bring Back Our Girls" campaign

Prime Minister David Cameron has promised Britain "will do what we can" to help find more than 200 kidnapped Nigerian schoolgirls.

He made the comments as he held a sign bearing the "#Bring Back Our Girls" slogan on the BBC's Andrew Marr show.

Mr Cameron is the latest high-profile supporter of the social media campaign after US First Lady Michelle Obama was pictured with a similar poster.

The Islamist militant group Book Haram has claimed the abductions.

During the programme, fellow guest Christiane Amanpour, CNN's chief international correspondent, handed Mr Cameron the sign and asked if he would like to join the campaign.

Taking it from her, he replied: "Happily."

Mr Cameron later tweeted: "Proud to support #BringBackOurGirls."
'Immensely complicated'

He told the BBC One programme: "I rang the Nigerian president to offer anything that would be helpful and we agreed to send out a team that includes some counter-terrorism and intelligence experts to work alongside the bigger American team that's going out there.

"We stand ready to do anything more that the Nigerians would want."

He said it was unlikely Nigeria would ask for British troops to help but added: "I said to President Jonathan where we can help, please ask, and we will see what we can do."

Mr Cameron also spoke of the importance of tackling extremism around the world.
"This is not just a problem in Nigeria," he said. "We're seeing this really violent extreme Islamism - we see problems in Pakistan, we see problems in other parts of Africa, problems in the Middle East.
"Also, let's be frank, here in the UK there is still too much support for extremism that we have to tackle, whether it's in schools or colleges or universities or wherever."
He recognised it was not an easy task to look for the girls, who were taken from their school in Chibok on 14 April.
'Information gaps'
"We can't just pile in and do whatever we'd like," said Mr Cameron. "It's immensely complicated because they are probably in this deep area of jungle that is three times the size of Wales.

"But it's good that efforts are being stepped up and we'll do what we can."

The Foreign Office has said there are "large information gaps" because of the scale and nature of the incident.
"The priority for the team in the first instance is establishing the facts such as the precise identities of those taken and what has actually happened to help Nigeria build a better picture," a spokesman said.

Mrs Obama has described herself and Barack Obama as being "outraged and heartbroken" over the girls' abduction.

Speaking instead of her husband in the weekly presidential address, she said: "What happened in Nigeria was not an isolated incident. It's a story we see every day as girls around the world risk their lives to pursue their ambitions."

The Archbishop of Canterbury, Justin Welby, said it was "wonderful" there was a global campaign to support the girls.
Speaking to The World This Weekend on BBC Radio 4, the leader of the Anglican Church said the girls were at "colossal risk" from the extremists holding them.

"They are in the hands of a very disparate group which is extremely irrational and difficult to deal with and utterly merciless in the example it has shown in the past," Archbishop Welby said.

During Sunday's programme, Amanpour told Marr about the social media drive, saying: "On the one hand, the hashtag is great because it mobilises people.

"On the other hand, I'm a tiny bit concerned it's a big bubble that then collapses with nothing really being done."
However she said Nigeria was "100% saturated with social media" and that "this (campaign) is really getting to the people in Nigeria".
Boko Haram has admitted capturing the girls, saying they should never have been in school and should get married instead. The group has also threatened to sell the girls as "slaves".

The name Boko Haram means "Western education is forbidden" in the local Hausa language, and the group has been engaged in a violent campaign to create an Islamic state since 2009.

It is thought the majority of the girls are Christians, although a number of Muslims are among those who were taken.

Chibok, from where they were abducted, is a small community where families are made up of members of both faiths.

Thai government supporters gather to 'defend democracy'


BANGKOK (Reuters) - Supporters of Thailand's beleaguered government gathered on Saturday on the outskirts of Bangkok saying they were determined to safeguard democracy and avert a coup as anti-government protesters, based at a central park, planned their "final push".

Thailand's polarized politicians have been unable to forge a compromise over a nearly decade-long split between the royalist establishment and a populist former telecommunications tycoon, whose sister, Yingluck Shinawatra, was ousted as prime minister on Wednesday.

Her sacking followed six months of anti-government protests that have unnerved investors, frightened away tourists and dented growth in Southeast Asia's second-biggest economy.

"We are here to show that we don't agree with the anti-government protesters' mission to install their own unelected prime minister," Thanawut Wichaidit, a spokesman for pro-government activists known as red shirts, told Reuters.

He said tens of thousands of loyalists of Yingluck and her brother, former prime minister Thaksin Shinawatra, were gathering on the western fringes of Bangkok for a rally to defend democracy.
"We will only accept a democratically elected prime minister. The final objective of the anti-government protesters is a coup, a silent coup or one by the military. We will not stand for this," Thanawut said.
Yingluck was thrown out of office for abuse of power over the appointment of a security agency chief and on Thursday she was indicted by an anti-corruption agency for negligence over a rice subsidy scheme aimed at helping farmers that ran up huge losses.

Yingluck's Puea Thai Party still runs the interim government and is hoping to organize a July 20 election that it would probably win. But anti-government protesters want the government out, the election postponed and reforms to end Thaksin's influence.

"Thaksin's headless puppets have the nerve to appoint a new caretaker prime minister but their action is illegal," anti-government protest leader Suthep Thaugsuban a former deputy premier in a government run by the pro-establishment Democrat Party, told his supporters late on Friday.
"We can almost taste victory. We won't retreat. We are almost there."

"FINAL BATTLE"
Suthep called his supporters out onto the streets of Bangkok on Friday for what he says will be a final push to get the government out and install an unelected "people's council" to oversee reforms aimed at excluding Thaksin from politics.

Thaksin or his loyalists have won every election since 2001 but his enemies say he buys votes. They want to change the electoral rules before new polls to try to stop his party winning again.

Suthep has called on the upper house Senate to appoint an interim prime minister. A new Senate speaker, elected on Friday, has called for a session of the assembly on Monday.

Police fired teargas at anti-government protesters trying to storm a security agency compound on Friday.
Both the pro- and anti-government camps have armed activists within their ranks and the rival protests this weekend, even though they are far apart, have raised fears of trouble.

The army, which has staged numerous coups since the end of absolute monarchy in 1932, has stayed out of the turmoil but violence on the streets would raise the possibility of military intervention.

King Bhumibol Adulyadej, 86, the world's longest-reigning monarch, has stepped in to defuse previous crises but has not commented on this one since it blew up late last year.

The divide between the poor and what they see as the establishment elite represents a collapse of a traditional order in Thailand at a time when people have begun to broach the hitherto taboo topic of royal succession.

An undercurrent of the political crisis is deep anxiety. Crown Prince Vajiralongkorn does not command the same devotion as his father.

Asari-Dokubo dares Boko Haram leader


The leader of the Niger Delta Peoples Volunteer Force, Alhaji Mujahid Asari-Dokubo, has dared Boko Haram leader, Abubakar Shekau, to be prepared to meet him on the battle field.
Asari-Dokubo, who dismissed the threat by the leader of the Boko Haram sect, Abubakar Shekau, against President Goodluck Jonathan, warned that 2015 would be “more than do-or-die.”
The Niger Delta region former fighter, who spoke Thursday night during a strategic partnership session with former militant leaders organised  by the Niger Delta Development Commission, recalled how Shekau threatened that the violent Islamic sect would soon come for President Jonathan.
Asari-Dokubo cautioned that the people of Niger Delta would not be deterred by any threat to them or President Jonathan and added that the 2015 election remained a challenge to the survival of the people of the region.
He said, “They are starting oo! Shekau (Boko Haram leader) said in his video that we should not play with them. He said ‘Goodluck, I am coming for you. Niger Delta, we are coming for you.’ Are we going to allow them? They will shoot the guns; throw the bombs and that is when we will dance.
“2015 is more than do-or-die. It is our very survival that is being challenged; it is our very existence that is being challenged and we must tell them; you are a man and I am a man, we are going to meet at the battlefield. Be prepared, be watchful. The enemies should not be allowed. In this region, there will be only one vote.”
Asari-Dokubo also dismissed the call by the North for the scrapping of NDDC and the reduction of 13 percent derivation to five percent, adding that such call from the North will be ignored.
According to him, “The people from the North have said that NDDC should be scrapped. They said 13 percent derivation should be reduced to five percent and that nobody owns oil.
“We have to gather again and tell them (North) that they dare not do it (scrap NDDC and reduce derivation). If they (North) try it now, they will see it. It is because our brother is the President; that is why we are hanging it (peaceful).”
Calling on the NDDC to empower the people of the Niger Delta region, Asari-Dokubo lamented a situation where huge contracts were awarded to non-Niger Delta indigenes without consideration for the people of the region.

SSS Prevent Lamido Sanusi From Travelling Abroad, Seize His Passport

The suspended Central Bank of Nigeria Governor Lamido Sanusi was on Saturday night prevented from travelling to Saudi Arabia for lesser Hajj.

Nasir El-Rufai, former Minister of the Federal Capital Territory and currently a member of the All Progressives Congress, has broken the news on his Facebook account. Later, the development was confirmed by Premium Times reporters who contancted Sanusi's spokesperson.

Mr. Sanusi had arrived at the Mallam Aminu Kano International Airport to board the 11.10 p.m. flight to Turkey where he was supposed to catch another flight to Saudi Arabia. However, Nigeria State Security Service officers approached him at the Kano airport, confiscated his pasport. El-Rufai, in his Facebook post, states that the SSS operatives were acting on the orders from President Goodluck Jonathan who directed to disregard any High Court rulings.

According to Premium Times, the operatives told Sanusi he would not be allowed to travel abroad unless they received clearance from their Abuja headquarters.

It would be recalled that Mr. Sanusi's passport was also seized by the SSS in February, when he was accused of "sponsoring terrorism" in Nigeria. On April 3, the Federal High Court in Lagos cleared Sanusi of all charges and restrained the Federal Government, the SSS and the Nigeria Police from arresting or harassing the CBN Governor, or seizing his passport. The three institutions were directed to issue a public apology and pay N50million in damages to the suspended CBN Governor.

President Goodluck Jonathan had on February 20 suspended Mr. Sanusi from office citing financial recklessness as reason. Many observes, however, point out that the real reason behind the move was because Sanusi blew the whistle on state oil company, the Nigerian National Petroleum Corporation, saying the corporation failed to account for $20billion oil revenue.

The SSS spokesperson Marilyn Ogar said she was yet to be briefed on the issue.

Ex Governor, Peter Odili Gives Out Daughter

Many have not stopped talking about the one-of-a-kind wedding ceremony, which former governor, Peter Odili, staged for his daughter, Njideka.

She got married to Uzoma Iheme. Those who were in attendance have not stopped talking about it.
Many are yet to get over the sheer magnificence of the wedding which was broadcast live on African Independent Television.
The guest list contained names of the crème de la crème including President Goodluck Jonathan and wife. On hand to supply music were hip hop acts, Banky W, Iyanya, May D and lots more.

Anambra 2014: I Won’t Impose Any Candidate –Gov Peter Obi

The Governor of Anambra State, Mr. Peter Obi, has said he has no plan to impose or support any candidate in the forthcoming governorship election in the state.

Obi’s Chief Press Secretary, Mr. Mike Udah, told SUNDAY PUNCH on Friday that the governor had insisted on letting the people choose his successor.
He said, “Governor Peter Obi has not tipped anybody for the forthcoming governorship election. He is not supporting any particular aspirant, and has no plan to do so.
“He wants a level playing field for everyone that wants to contest the governorship poll. He wants everybody to vie and anyone who emerges victorious in a fair and transparent manner should be the governor. He said he is not interested in who succeeds him. It is up to Anambra people to choose their next governor.”
Udah added that Obi was confident that a credible candidate would emerge on the platform of his party, the All Progressives Grand Alliance, and would defeat candidates of the other contending parties, without his support.
In addition, a leader of APGA, Maxi Okwu, who was elected national chairman at the party’s last convention, said the party was doing everything possible to ensure its primary leading to the governorship election was fair and transparent.
